I also see normative language in 5.3 https://w3c.github.io/dxwg/dcat/#classifying-dataset-types 

> The type or genre of a dataset MAY be indicated using the dct:type property. The value of the property SHOULD be taken from a well governed and broadly recognised set of resource types, 

This should probably be moved into 6.4.9 https://w3c.github.io/dxwg/dcat/#Property:resource_type 
leaving some non-normative statements behind in the overview section
