One more conneg(?) requirement

Reviewing the document [1] I found one use case that I may have struck
out in error, 5.51. So there is now one more conneg requirement:

Requirement: there is a need to distinguish between distributions that
package the entire dataset and those that support access to specific
items, queries, and packaged downloads of data. [ID51] (5.51) [conneg]

It occurs to me that this may be considered a service-level requirement,
although we do not have a specific category of requirements relating to
services. If it is considered a service requirement then this becomes a
DCAT requirement.

Also, I made the permissions on the document "anyone with the URL can edit".
