Re: [DCAT} - Proposed agenda 2018-04-25 - and licenses

I won't be able to attend this call, and I'd like to make a remark about this proposal:
PROPOSED: add odrl:hasPolicy as an additional property recommended for use on a dcat:Distribution

I think the wording should be handled with care. The discussion at https://github.com/w3c/dxwg/issues/114 does not imho concludes for a blanket recommendation of odrl:hasPolicy. It is only for the cases that cannot be captured by using properties with 'simpler' values, like dct:license. I believe that for everyone in the discussion it's clear, but the final recommendation shouldn't be confusing for readers :-)
