ISSUE: Governmental data servers

Dear all,

Please could an issue be opened for the above subject.

What data should go into "data servers" and what data should go into "service servers" ?

Example:

   http://data.europa.eu/foo      # foo is a collection in the EU data server 
   http://foo.europa.eu                # foo is a service with its own domain
