Leigh,

Good points. The ambiguity exists in the mention of the word "open" data in the first bullet and its absence in the other two.  The tile mentions "Data on the Web." Some sections refer to "data," some to "open data," others to "data on the web."

I think we are all grappling with "what are we working on?". Is it Data, Open Data, or Data on the Web?  

Do we all understand the differences?

We're talking about both. To be honest,  I don't think the charter is that
ambiguous, the stated mission is:

* to develop the open data ecosystem, facilitating better communication
between developers and publishers;
* to provide guidance to publishers that will improve consistency in the
way data is managed, thus promoting the re-use of data;
* to foster trust in the data among developers, whatever technology they
choose to use, increasing the potential for genuine innovation.

It also says that the group "...will be agnostic about the technologies it
considers important" but promote linked data and promote best practices for
formats such as CSV and JSON. Licensing and license terms are also declared
out of scope.

Whilst there are reasons why data might not be published openly, developers
and publishers need to be clear on how individual datasets are licensed in
order to foster trust, etc.
