My confused understanding is that the latest WD of WebIDL is 
https://www.w3.org/TR/WebIDL-1/, but that the ED still points to 
https://www.w3.org/TR/WebIDL/ which for obscure reasons is still the 
old spec.

This looks like a W3C webmaster issue to me.
