[sensors] WebIDL ref label is "Level 1" but links to "Level 2"

The reference to the WebIDL spec claims that the targeted spec is 
"WebIDL Level 1", but the links go to the "WebIDL (Second Level)" 
editor's draft.

Given the use of `NotAllowedError` which does not seem to exist in 
Level 1, the spec should rather reference "WebIDL (Second Level)".
