First stab at Contacts

Hi all,

I thought I would take a stab at defining a concrete API, so I gave  
the Contacts API a try:

   http://dev.w3.org/2009/dap/contacts/Overview.html

It is just a brain dump so a lot is still needed to make this a proper  
spec, and chances are that the choices are made are too complex to  
port to all the systems that we need. But it's easy to whittle things  
down, I just wanted to dump the options that we could put in there.
