I don't think so. The AppLauncher is mostly to launch an external app with some parameters (e.g. mailto:), it's not intended as a generic IPC mechanism. While interfacing with the camera or the contacts MAY be implemented by calling in another app, that's an implementation detail and we should build our consent models around it.
