I guess one question is whether the "not present" case should be 
different from the null case.  It's not clear to me what the intent 
is.

As for language, that is the wording.  See 
https://dom.spec.whatwg.org/#dom-mutationobserver-observe various 
steps for example.   The definition of "present" and "not present" is 
at http://heycam.github.io/webidl/#dfn-present
