update from W3 management

The call with directors is scheduled for Monday. Ahead of the call, we have received the following guidance and input from Ralph Swick:
W3C is pleased that the group decided to move sections 7-9 out of the recommendation track document and see it as a real progress
We will not receive an extension until and unless we achieve a Candidate Recommendation milestone. 
Must, therefore, operate for at least the next month or two on the assumption of "no extension" and keep targeting CR by early February
Directors are aware that the WG is impacted by the lack of the chairman and are prepared to work on a solution provided the progress indicated in this week's WG meeting continues.

I am disappointed because when I was told two weeks ago that the extension was possible, I have asked explicitly on what basis directors will make a decision whether it will be granted or not. The answer was “We will need to discuss this internally”. It would have been helpful to hear at that point that meeting CR milestone was a re-requisite for receiving extension. Having said this, we are where we are.

Andy in a previous e-mail to me said that "A CR doc that is accepted to have weaknesses is a good point for a re-charter.” By re-charter he meant, for example, getting an extension. It seems that the communication from Ralph Swick confirms this view and we must, for now, focus above all on reaching compromises on all open issues (even if the resolutions are less than perfect) and publishing a CR ASAP.

IMO, this means we can not do both, splitting the document and making changes proposed for issue 211 and must be conservative with changes. Can we deal with one of these items and still meet the deadline? Or, are both a “no go”?
