As far as I can see, 'background-origin: padding-box' is supported by 
Firefox 31 and Chrome 36. So the test result is probably, most likely a 
false negative for Firefox 31.

This test needs work in many areas: character encoding declaring and 
saving versus curvy quotes, text clarification of how the test passes, 
why the 2 rectangles, code reduction, format of test.
