I really don't know; to find out I'd have to go back and search any
discussion on www-style or www-international on the topic (perhaps
starting with the revision log of css3-lists, both in hg and cvs,
and perhaps also the tests).  There are also a bunch of links in
https://bugzilla.mozilla.org/show_bug.cgi?id=604508 that might be
useful.
