Hi there,

There was some discussion about this before [1] and I think it was
settled for the case of the number 7000. But there seems to be some
ambiguity still about how numbers between 7001 and 7999 inclusive
should be rendered. This test [2] suggests that they should begin with
 Ւ rather than ՈՒ - but Opera and FF currently render them with ՈՒ.

What is the correct rendering?
