In an earlier report, I rejected

Ian Hickson's

http://test.csswg.org/suites/css2.1/20100815/html4/blocks-018.htm

and

http://test.csswg.org/suites/css2.1/20100815/html4/blocks-019.htm

I misunderstood those 2 testcases: it's more subtle than I thought.

So I changed my mind: those 2 testcases should be APPROVED instead.
