Are Level 0 features included in Level 1 Spec?

Hi Tobie/Robin/Jo/All,

Level 0 was touched a little bit in the first F2F but no clear direction. Level 0 Spec is shelved but it is important for devices to support those features. Wondering:

-          If the Level 0 features are included in Level 1 Spec?

-          Will all the Level 1 features be tested against non-prefix implementation or undecided yet?
