Comment (Including rationale for any proposed change):
There is no requirement under this guideline for Acronyms to be identified. For users of screen reading technologies this has the potential to make the content unreadable (E.g. ACT in Australia stands  for Australian Capital Territory, but a screen reader would read \"act\")

Proposed Change:
Add a Success Criteria requiring that Acronyms are able to be Programatically Determined - Level  AA
