The text of this criterion is, \"Labels and headings are descriptive. (Level AA).\" This definition is too short and does not sufficiently describe the intent of the criterion. 

Proposed Change:
The Working Group should consider rewriting SC 2.4.6. For example;

2.4.6 Descriptive Labels and Headings: Labels and headings are descriptive and allow the relationships between the different sections of web page content to be easily determined. (Level AA)
