Summary of Issue: Changing SC for re-authentication after time limit expiration
Comment (Including rationale for any proposed change):
Time limits can present problems for many people with disabilities and these problems can be greatly exacerbated when a session expires and data is lost. Currently this is a Level AAA Criterion.

Although moving this up to Level AA has been rejected before by the Working Group, I dont believe the explanation offered in Point 2.2.6 of the Issues and Changes Summary document is sufficient to justify keeping this Criterion at Level AAA. 

Proposed Change:
Move SC 2.2.5 Re-authenticating up to Level AA.
