This is still dependent on a user agent that follows UAAG recommendations, though. Also, \"without assistive technology\" may sound awkward, when you mean \"in common user agents\" or similar...admittedly a tricky one.

Proposed Change:
\"Visually rendered text can be resized in UAAG compliant user agents, without the use of any additional magnification software, ...\"
