3.2.3 Consistent Navigation: Navigational mechanisms that are repeated on multiple Web pages within a set of Web pages  occur in the same relative order each time they are repeated, unless a change is initiated by the user. (Level AA) 



It\'s safe to say that these SCs are the common practices in the web design and \"support the ability of both mainstream and specialized user agents to adapt content to formats that meet their users\' needs\".

Proposed Change:
Move 3.2.3 to Level A.
