Revised (in progress) MWABP draft.

Hello,

Here is an updated draft for discussion in today's call:

The goal is to agree a set of action items between now and next wk such that
we can pass a resolution next wk to produce another public working draft.
Most action items will come from the ED-NOTES so please scan these and
answer any open questions as appropriate.
