This Best Practice should require that content not rely on scripting,  
unless the delivery context is known to support them. Some mobile browsers  
allow the user to turn off javascript (handy where you are trying to save  
battery).

It should also lean away from using script unless necessary - it is one of  
the more battery-intensive ways to do most things.

It should also cross-reference requirements on page size, and a best  
practice on page size vs latency (see Opera's comment on "missing points")
