The effect is to tell you what the syntax of a URI is.

The first reference is "it treats URI references as simple names,
ignoring aspects of meaning encoded in particular URI forms [RFC 2396]
",
the second is "(See [URI], section 4, for a description of URI
reference forms, "
and the third is a syntax references.
