It would be great if testing tools can add granularity  and output decorative images in css as best practice and other techniques as obsolete. But for that we need a hierarchy or tagging of the available techniques to know that C9 is better than H67. That is currently not available in the WCAG-documents. 
The separation of content and style is not a WCAG2-requirement. If testing tools add weights to the used techniques, it should be available as extra parameters. Probably we should use 'Accessibility Support Baseline' or  'Define Additional Evaluation Requirements ‘ of WCAG-EM as an input for automated tools.
