Typo, emphasized with asterisks [1]:
" Authors SHOULD provide a visible way to expose keyboard shortcuts so
that all users may discover *the them*, such as through the use of a
tooltip. ..."

Also, my personal preference is to drop the "visible" since the sense of
the sentence is that shortcuts are discoverable by all users:

" Authors SHOULD provide a way to expose keyboard shortcuts so that all
users may discover them, such as through the use of a tooltip. ..."
