Alright, you've convinced me. Anyone else in support of Ian's
proposal? That is, (in the absence of an etag or other relevant HTTP
caching info)* a comparable difference between the version-strings of
a local resource and server resource means that the end-user should be
appropriately notified that an update to the local resource is
available.

* the etag/http caching aspects are still to be fully resolved.
