In a short time frame, like what we get in plenary, there is barely
enough time to even get warmed up on a difficult issue. It took
basically half the day to get through the preliminaries on the
extensibility discussion in New York. If we meet, I'd like to have a
clear set of goals. I'd also like those goals to be realistic.

If those goals can be achieved through mailing list discussion, then
I'd be reluctant to ask people to travel long distances for what will
be a very short meeting.

I think that we probably will need face-to-face time to resolve the
C-E/Range Request issue. But it needs a little more groundwork, in my
opinion. And in my estimation, lots more time than we will get. On
the other hand, client side C-E might be addressed without
face-to-face time. And those are issues that have had some discussion
already.
