This method allows the client to determine the options and/or requirements 
associated with a resource, or the capabilities of a server, without 
implying a resource action or initiating a resource retrieval.

Does it imply that OPTIONS on 
http://www.example.com/this/resource/does/not/exist will return a 404? Or 
am I wrong? :)

It might be ok to create it using PUT, but it is more a property of the 
existing container in the URI path rather than the property of a non 
existent resource.
