If there's a problem and there's consensus on how to fix it,
then we can decide to undock the solution from 1.1. I think
there's some sympathy in the IESG to solve security problems,
even if the solution isn't quite within the scope of what's
allowed for moving from 'Proposed' to 'Draft'.
