FYI, this proposal can be found at:

In addition to the description of new HTTP methods for creating, deleting,
and accessing metadata items, it also provides some background information
on Web metadata, and how metadata can be mapped to the Web object model.

Discussion on this proposal is taking place on the WebDAV mailing list,
which can be joined by sending a message with subject "subscribe" to
w3c-dist-auth-request@w3.org
