Which RFC are you referring to? Is it the following?

Or perhaps:

Was "UTF-8" actually registered with IANA? The following does not
include "UTF-8":

  ftp://ftp.isi.edu/in-notes/iana/assignments/character-sets

UTF-8 is also not included in the Assigned Numbers RFC:

  ftp://ds.internic.net/rfc/rfc1700.txt
