I'm not sure the notion of an "official" archive is well defined
in IETF circles, but FWIW there's one for the ietf-charsets list
available at:

  http://mail.apps.ietf.org/ietf/charsets/threads.html

There's also a raw text file containing the entire sequence of messages posted
to the list available in:

  ftp://mail.apps.ietf.org/ietf-charsets/
