That is partially true but is totally wrong. There certainly was a significant amount of work in vain in the Internet Fax community to do otherwise, though. However, becasue FAX transport is SMTP optionally by SMTP relays, we can't expect that the relayt know the up-to-date exact capability of the capabilities of ultimate recipients.
