I happens that Lee Passey just checked in a fix to this problem.  I updated 
the Win32 build, so if you pull the Win32 binary from 
http://tidy.sourceforge.net/#binaries, it should be OK.  Please let us know 
if otherwise.  The Compile Farm builds should be updated tonight.
