another frameset/frame problem

Hello,

I run the latest Java version of Tidy and have yet another
frameset/frame endless loop problem, different from the ones in May or
June. The bad html follows, with the offending <frame> being the last
one, the one between the </frameset> and the <noframes>. I get two
messages: 1) missing </noframes> before <frame> and 2) <frame>
not inside 'noframes' element. I have tried a few code fixes, but
haven't found the right one yet. I have settled in to a serious study
of the JTidy code, but help would always be welcome.

Thanks,
Bernice Maslan
