<NOFRAMES> not handled correctly for HTML 4.01

Hi,

the <NOFRAMES> element is not handled accordingly to all HTML 4.01 DTDs. In fact, Tidy always requires that the content of <NOFRAMES> is a <BODY> element, but this is only true for the Frameset DTD. In both the Strict and the Transitional DTDs <NOFRAMES> can contain any flow element (thus can _not_ contain a <BODY>).
