control/shared/signal 1st draft spec text

So here is my first draft spec text for <control/> <shared/> and <signal/>

Please focus on the processing definition, and don't worry too much about 
style yet (sometimes it says "<shared/> element", and sometimes "shared 
element").

Comments gladly received, particularly to the questions marked in yellow.
