PROPOSED: transition DCAT-3 to CR

Dear colleagues

As a follow up to the last poll, and following considerable efforts by
Riccardo and team to resolve outstanding issues, we are asking each member
of the working group to indicate by email if you are content to transition
the DCAT-3 draft to CR.
