proposals on issue 145. on different groups that benefit and cognitive accessibility

In issue 145 <https://github.com/w3c/coga/issues/145> we are asked add a
section on different groups who also benefit from our work. They also add
they would like a definition of cognitive accessibility. We never use the
term cogantive accessibility but... I suggest
1.we change the name of
"Background about People with Learning and Cognitive Disabilities and the
Web"
to
"Background about People with Learning and Cognitive Disabilities,
Accessibility
and the Web"

2 change the sentence " issues can also result in cognitive difficulties,
such as difficulty focusing, cognitive fatigue or reduced memory."
to "
Other groups who will benefit include:
 • People with  Mental health  issues that cause cognitive difficulties,
such as difficulty focusing, cognitive fatigue or reduced memory,
•  people under a temporary stress,
• people who do not know the language or culture of the country well,
• people with limited technical knowledge or are new to The Web."

3. I am a bit concerned that they did not think we were including groups
like ADHD.
Should we add a clarification in the abstract? such as
This includes Cognitive Disabilities, Learning Disabilities (LD),
Neurodiversity, Intellectual Disabilities and Specific Learning Disabilities
(alternatively , we could also just link to our glossary definition)
