Re: wiki page on phase two research

In my case I just was unclear on it we were going to move forward or if we
had decided it would be more useful for now to get through the SC
management process with WCAG.

On part part, right now I am putting a lot of effort toward the current SC
and helping people manage Github and then hopefully so code re
factorization for personalization so didn't want to drop the ball on this.
