<h3>廣州媒體苛責政府，上海宣傳歌舞昇平</h3>
<p> 某位上海的朋友让我这个从北京过来的人评价上海的媒体，这个问题真是难回答。我在北京《炎黄春秋》今年第5期读过一篇文章《世博会与亚运会的不同舆论生态》，作者是年轻的新闻人周筱赟，曾经在上海做过媒体，现在他在广州，也在一家新闻机构工作，因此对于两地的媒体生态都有深切的感受。</p>
<p> 上海和广东都面临各自的一件大事，上海是世博，广州是亚运。在这个筹办过程中，周筱赟在观察媒体，把两地的媒体进行了一番比较。他比较的结果说，广州的媒体天天在骂政府，那个批评无微不至，一会儿是说交通问题，一会儿是说道路问题，一会儿是说噪音扰民问题，一会儿是说花钱太多的问题，反正是不断地揭露。广州市委书记、广州市市长不断地出来向民众解释，告诉大家的确我们看起来有些钱花的太多了，我们准备把某一个项目节省多少多少钱。而上海的情况，看起来一片歌舞升平，上海人都非常理解。比如在有一个场馆建设的时候，旁边居民区里住的老百姓，天天晚上施工睡不着觉，后来记者采访的时候，老百姓说，没关系，为了世博会，我们做出点牺牲是完全应该的。</p>
<p> 两相比较，他觉得问题不是上海人民有那么高的觉悟、那么理解政府，或者说政府做的一点都没问题，而是说上海的媒体被"被了"。从一个最好的角度去想象，也许世博会的意义和亚运会的意义，在这个国家可能有所差异。比如说世博会是有史以来第一次在中国举办，而亚运会已经办过了。正像前年的奥运会在北京办的时候，我们在媒体上也看不到公开的对奥运建设不足或者一些缺陷的批评。可能国家对这样一个事情非常重视，非常"和谐"，以至于不允许任何"不和谐"的声音出现。当然这是从一个非常善意的角度去想象。</p>
<h3>沒人監督，其實是官員都給害掉</h3>
<p> 实际上，我跟周筱赟先生一样，觉得不让媒体做出任何批评的做法是特别不明智的。有一句话说"有大工程者必有大腐败"，这样的一个举世瞩目的大工程，上海可能有史以来少有的在一个特定的阶段建这么多工程，我们需不需要媒体进行切实有效的监督，能够让这个工程既能够保质保量，同时又不至于把许多官员拉下水？在大陆说陈良宇当然有点敏感，我觉得陈良宇这个人，过去上海人对他的口碑还不错。实际上陈良宇先生过去从区这一级的干部开始做起，一直做到市委书记、中央政治局委员，这一路走来也不容易。但是我们的中纪委最后在发布的有关公告中说，陈良宇的腐败从他做区里面的官员就开始了，他的腐败历史有20年左右。我就不明白了，这20年的历史，我们的媒体在干吗？我们的人大在干吗？我们的纪检部门在干吗？为什么放纵一个官员不断地去做这个事、做那个事，报纸不去揭露、人大不管、司法不管、纪检也不管？"你去干吧，没关系，你干，慢慢干，我就不监督你。""打死我，我都不监督你。"让一个人越做越大，越来越危险。</p>
<p> 山东泰安前市委书记、省委常委胡建学先生（编者按：胡建学于1996年以受贿罪被判处死缓）说，在中国，只要官做到了厅局级就没有监督了。我过去曾经在北京《中国青年报》冰点周刊上面发表一篇文章叫《善待官员》，我说人如果不是神的话，他真受不了这种不受监督的状态。比如说我，如果没人监督，那我什么坏事都干。没有监督，这是对人性的一种放纵。除非你是神。我们这样一种制度表面上看来在保护我们的官员，在维护国家的形象，但其实是把我们的官员都给害掉。即便是某些人受到追究，大家心理感到不公平。有人说陈希同有可能被判死刑，陈希同说把排在我前面的人全杀了才应该轮到我。人们甚至会认为个别被揭露和惩罚的官员不过是在政治上出了问题，因为依据平常一般观感，有权有势的人哪有干净的？这种心态对于官方所极力渲染的所谓反腐决心，无疑具有一种毁灭性的影响。</p>
<p> 我常常想，我们这个国家的政治体制改革确实非常困难，某些领域的改革或许会面临很大风险。例如政党制度走向现代的政党制，肯定风险太大，或许不能贸然开启。比如人大制度的改造，我虽然有自己的一个思路，但是现在看起来也不大容易。因为人民代表大会制度被称为是中国政治的根本性制度，所以也不大好改。另外是选区选代表，全国人民代表直选，也难以一步到位。私有化的推动，看起来也有严重的意识形态障碍。但是媒体慢慢稍微放开一点可以做到。比如网络，首先取消网络控制，让大家都能够在网上畅所欲言，让人民逐渐适应不同的观点、不同的声音，然后大家争论，大家发现了官员任何细小的腐败就加以揭露，最后所有的官员都不由自主地成为了孔繁森，不可能成为王宝森。在西方国家，从来没听说那里的检察机关说，我们在过去的一年中查处了部级以上的官员20余名。你从来没听说过美国一下子查处20多名高官吧？其中原因当然包括新闻自由。</p>
<h3>發生內戰的國家都是政治家不打</h3>
<p> 所以我觉得一个国家媒体的开放是多么好的事情！民众在报纸上、在网络上把自己的愤怒表达出来了，他就不再上街了，当然更不会造反。他们会说，你看上海《文汇报》、《解放日报》都登了对政府的严厉批评，说政府又干这个事不对、那个事不对，报纸把我的不满都表达出来了。个别的时候，一些人甚至觉得媒体做得太过分，政府也没有那么不堪呢。但是，政府平常饱受委屈，换来的却是社会秩序的平和安详。</p>
<p> 有人说，看英国的报纸每每感觉到英国第二天肯定要爆发革命，这种国家太黑暗了，暗无天日。但英国从1688年"光荣革命"以后到现在，多少年根本没闹过革命。但是一个国家或地区的报纸天天歌舞升平，它的结果却正好相反，最可怕的危险正在慢慢地酝酿。看到某些国家或地区的议会里面的政治家常常打架，甚至肢体冲突，我们中央电视台幸灾乐祸--"你看台湾又打起来了！"我觉得政治家在议会里面扭打的国家或地区，偏偏不容易发生内战，发生内战的国家或地区都是政治家保持一致的地方。</p>
<p> 我也理解上海市领导为了保证世博和谐进行的一番苦心，但我还是要说，等世博过了以后，我们是否能够让上海的媒体更放开？说老实话，上海这样的国际大都市，说"城市让生活更美好"（当然这个说法也不对，好像农村生活就不美好似的），但上海一个很大的缺陷便是新闻产业的萎靡不振。反观广州，虽然还远远谈不上新闻自由，但是，那里已经形成了一种更值得赞许的气氛。我每到广州跟媒体界的朋友交往，都觉得那里的新闻人很有追求，也逐渐地形成了这个职业基本的伦理观念。相应地，它们也获得了在这个国家里最好的商业成就。相对来说，上海就有些令人遗憾了。我记得2003年非典的时候，上海《解放日报》的一位朋友跟我联系说："我们准备把报纸做的更好一点，请你写专栏文章。"我也愉快地接受了这样的邀请，因为能够在上海这个大都市的媒体上露脸，还是特别荣光的事情。但是后来只发表了一篇，就说以后不能发了。当然，上海《东方早报》还在做着努力，好像也不容易。</p>
<p> 我要说，上海这个城市要在世人面前展现自己伟大的风貌，绝对不仅仅看高楼大厦，不仅仅看所谓经济繁荣，更重要的是我们要向全世界展现上海人民享有完完整整的言论自由。</p>

<p>還有很多時間，但是馬英九的贊成率很低。根據遠見雜誌民調中心，三月份66.0％民眾表達他們不滿意國民黨立委整體表現，仍遠高於表示滿意的21.5%，與上月相較，滿意的比率下降0.4%，不滿意的比率持平。另外，民眾本月對馬總統的信任度，38.8% 表示信任、47.1%不信任,與上月相較,信任的比率下降 2.5%,不信任的比率上升 3.9%。</p>
<p>從此可見，民進黨有不少的機會，不管誰是民進黨的候選人。但是，我覺得也很有可能民進黨下一個候選人就是蔡英文。她現在是民進黨的黨主席，再說上個選舉的結果對民進黨不錯。那時候蔡英文已經當民進黨的黨主席。她去年也訪美國跟國會員講話……好像美國政府不會反對她當總統。明顯地美國政府不會公然支持或者反對某一個臺灣候選人，不過有的時候美國能影響臺灣的政治。比如，陳水扁當總統時，布希總統說如果臺灣單方面改兩岸情況，美國不一定會支持臺灣。反正，我覺得雖然好像歐巴瑪比較管中美關係，我也覺得歐巴瑪不想影響臺灣的大選。</p>
<p>所以，馬英九的贊成率繼續下降、下蔡英文的領導民進黨進不了、還有好像美國不會反對她當總統。來日方長，不過我覺得很有可能蔡英文就是臺灣下一任總統。</p>

<p>中国政府各相关部门、谷歌公司:</p>
<p>2010年1月12日谷歌公司发出<a href="http://googleblog.blogspot.com/2010/01/new-approach-to-china.html" target="_blank">一个声明</a>开始，中国政府与谷歌就后者在华运营有了一些争端，并且至今<a href="http://zh.wikipedia.org/wiki/%E8%B0%B7%E6%AD%8C%E9%80%80%E5%87%BA%E4%B8%AD%E5%9B%BD%E4%BA%8B%E4%BB%B6" target="_blank">该事件</a>还没有明确的结果。<br>
鉴于无论中国政府还是谷歌公司，都没有谈及对中国网民的影响；<br>
鉴于该事件影响面大，但人们，特别是中国网民，没有足够的信息来了解事情的来龙去脉，以便作出合适的判断；<br>
鉴于无论结局如何，真正受结局影响的是中国的广大科研工作者、企业、教育从业人员、学生、媒体从业人员……，是中国的网民；<br>
鉴于我们--部分中国网民，对此事件有自己的看法与质疑，并希望中国政府和谷歌公司能给予回应；<br>
在此作为<a href="http://www.google.cn/search?sourceid=chrome&ie=UTF-8&q=87.53" target="_blank">87.53%</a>的中国网民之一分子，发表<a href="http://docs.google.com/View?id=dds68dz_9cqgm8vgq" target="_blank">此公开信</a>表达立场。</p>
<p>对谷歌公司在华营运的关注，可以回溯到<a href="http://www.aboutgfw.com/gfw_history.orz" target="_blank">2002年9月中国政府第一次封锁谷歌搜索引擎</a> ，当时中国的科技产业界的很多<a href="http://www.williamlong.info/archives/377.html" target="_blank">网民表示抗议</a>后得到了<a href="http://noneblock.blogspot.com/2002_09_08_archive.html#81532354" target="_blank">圆满解决</a>，因为彼时官方意识到先进的搜索引擎对中国科技发展的重要性；后来，我们也关注到中国网民在2007年2月给<a href="http://www.eryi.org/SearchEngines/letter-to-google-founders.html" target="_blank">谷歌创始人的公开信</a> ，一直到这一次谷歌宣布因为来自中国的黑客攻击和不愿意继续接受中国政府无以复加的要求过滤搜索结果，并且在必要的情况下考虑退出中国。</p>
