Overall it makes sense. I'm not sure why most of the labels for the options are in parentheses, and would remove them.
More critically, someone who is requesting obsoletion or rescindment is unlikely to be the best person from whom to request implementation experience - although it's a likely part of any request to restore an obsolete recommendation. I'd suggest that the TAG find some known and predictable mechanism for requesting that information from the community at large, as well as thinking about how to contact a particular community such as those who might implement CC/PP, who are probably not part of the most attentive group following the TAG in ordinary circumstances.
Anyway, some time in the next few days I will go through the process of filling in the requests.

In the TAG f2f this week we agreed to create a process in the TAG to facilitate these obseletion requests. We are going to ask that these requests be entered into an issue registry
https://github.com/w3ctag/obsoletion/issues which we have created. Creating a new issue in this registry will bring up a template which we have authored asking for specific information about each request that's required in order for the TAG to make the initial recommendation and then pass that recommendation on to the AC. Can you have a look and let us know if you have any comments? If you're happy with how this looks can we ask you to file your requests in this issues list?

given the new W3C Process document includes an ability to note that documents are OBSOLETE, would you please consider the following documents for obsoletion:
ATAG 1.0 - made obsolete by ATAG 2.0
CC/PP
MathML 1 and 2 - there is a version 3
PICS, PICS Rules, PICS Rating systems, PICS Label distribution
POWDER
P3P
WebCGM 1.0 and 2.0 - there is a version 2.1
None of them, as far as I know, have a current Working Group to which I can make the request.
