I use the Stylish browser extension in Chrome. Go to userstyles.org<http://userstyles.org/> and search for "accessibility". Open the style called "text-spacing for accessibility WCAG 2.1 AA 1.4.12" and click Install Style. It will ask you to install the Stylish browser extension. Then in Chrome, select Customize > Extensions > Manage Extensions. On the Stylish card click Details and check 'Pin to toolbar'.
