Full-page zoom (which is what you had mentioned) works as I described 
(with the layout viewport).

Safari (with it's small and large "a"/"A" buttons) and Chrome (with Zoom 
on Android and more aptly labelled Zoom text on iOS) additionally do 
indeed have a text zoom/smart zoom feature, that tries to just resize 
the text (and possibly parts of the page layout) *without* changing the 
viewport size. I don't believe Firefox (neither on Android nor iOS) has 
anything quite like that - on iOS it has a "Page Zoom" option which 
behaves just like pinch zoom, but nothing comparable on Android.
