For what it's worth, there's been long-standing (and unresolved) discussions around whether or not WHCM (now Windows Contrast Themes) is or isn't covered by WCAG, as how it actually works/what it does is not consistent or documented, and taking a step back counts as the user changing the presentation (in ways that authors can't necessarily predict or control in most cases).
