Hello Makoto-san, the question of normative changes to WCAG 2.2 (and/or if that leads to a WCAG 2.3) is something that is currently being discussed as part of the conversation in the wider AGWG about the new charter. There are instances where the TF has proposed very small tweaks to normative documents (such as changes to glossary definitions), but only for very small/targeted fixes that can be justified as errata - these then need to go through increased scrutiny by the wider working group, and if deemed ok need to be pushed through a whole errata/republication process.
