To double check, isn't the “should’ issue one that we might want to postpone publication for? The non-normative character of Notes is defined by the Process and an important part of how W3C documents are differentiated*.

(*which also means the publication would be of Note Draft type not First Public Working Draft, that's a phrase from the Rec Track <https://www.w3.org/policies/process/#first-wd>)
