Web Accessibility Project
Implementation Outline
Below you will
find a list of the major milestones for implementation (rollout) of
accessibility standards in any given company.
- Secure a company’s high-level management
commitment and sponsorship
Before developing a web-accessibility project
implementation plan, it is imperative to secure a company’s high-level
management commitment and sponsorship. Need to identify the
accessibility champion or sponsor from a high-level management who would
provide continuous support for the accessibility project
- Medium and large companies/organizations may
need to conduct executive-level briefings for business managers to obtain
sponsorship and buy-in
- Appoint overall accessibility project manager
(coordinator),
- Medium and large organizations/corporations may
require creating a team that consist of representatives of different
divisions or parts of the organization and has responsibilities of rolling
out accessibility standards within their respective divisions/organizations.
An extended team may include representatives from each
group/business/region/country, legal department, marketing department and
procurement representatives
- Formalize a company-wide accessibility
policy
Company needs to develop a policy that is based either on the
government requirements or on the w3c guidelines with reference to the w3c
guidelines.
- Middle and large companies/organizations need to
establish accessibility policies for procurement of online applications,
authoring tools and web development.
- Evaluate a current status of the web from
accessibility point of view. A quick preliminary assessment with one of the
existing evaluation tools should be conducted in order to understand the scope
of the project and required resources (can be done on a random basis, taking a
sample). At this stage full-fledged assessment of all web pages is not
required.
- Identify the scope of the project
- Medium and large companies/organizations may
need to decide whether their intranet, secure applications, international
sites, etc. will be included into the scope of the project and maybe need to
prioritize web pages (sections) in order to implement the project in several
phases)
- Develop a company-wide implementation (rollout)
plan with the milestones and allocated resources
- Develop communication plan. Communication is an
important part of the plan. It is important to communicate an implementation
plan to all stakeholders. It should be either precluded or accompanied by an
endorsement message from a high-level management (president or CEO)
emphasizing their strong commitment to the cause and all benefits including
business ones as well as requirement for all new pages to comply with
accessibility standards.
- Medium and large companies/organizations should
create an internal web site. All web developers within the company need to
be educated and informed about the project that keeps all employees abreast
of all issues, plans, contacts, etc. In addition, for medium and large
companies/organizations it is important to develop an external
(customer-facing) web site that informs customers and users about
accessibility policies.
- Clarify approach towards such technical issues
like pdf, flash, java etc
- Medium and large companies/organizations should
publish a policy related to these issues
- Research, select, recommend free software
accessible for downloading or acquire commercial software that allows
evaluation and retrofitting of the site (link to the list of existing
software)
- Medium and large companies/organizations may
need to establish license distribution system
- Retrofit company templates and stylesheets, test
them on different browsers and platform, conduct usability test with
participation of disabled people
- In middle and large companies the software need
to be tested by early adopters before distribution to the web-developers,
may need to work with the software vendor on customization of the tool to
accommodate company’s specific design requirements
- Specify all testing requirements for evaluation of
the retrofitted pages (browsers, usability tests, platforms,
etc.)
- Develop or identify training materials, and
organize training,
- Medium and large companies/organizations need to
ensure that different modules developed for different audience, e.g.
business managers, web-developers, etc. and make training modules available
online, on their internal site.
- Set up help desk (only for medium and large
companies/organizations)
- Medium and large companies/organizations may
need to set up help desk to provide technical assistance to the
web-developers May need to establish forum of web-developers to discuss
technical issues
- Establish compliance process
- Medium and large companies/organizations need to
establish compliance process and to provide project management and tracking
guidelines and tool to the web developers to enable creation of the status
reports for the management. An escalation path for non-compliancy should be
identified and used when needed
- As a cost-saving measure, a system of
self-assessment can be established Self-assessment checklist (tracking tool)
can be submitted to the accessibility team upon retrofitting the site. A
database (application) that would allow to track compliance may be
developed. Random compliance audit need to be
established
