IFT Client Test Issues Opened

In our previous WG call we discussed opening issues on the ift client test
github repository to track all of the individual test cases that need to be
implemented. I put together some automation to manage this for us (
https://github.com/w3c/ift-client-tests/pull/7,
https://github.com/w3c/ift-client-tests/pull/36).

I've used that tool to open issues for all outstanding tests, which you can
find here: https://github.com/w3c/ift-client-tests/issues

Going forward we'll use these issues to track progress on testcase
implementation. For those who have volunteered to help implement tests I'll
start by assigning each of you one starter issue. I'll try to pick out
issues that should be relatively simple to implement.
